Federal brass is extremely soft so only use it with very mild target loads, if you want to load them more than once. Truth be known 48.0 IMR-4064 +/- has been the long held NM accuracy loading for 168/173 bullets at 3.30 COAL for almost a eon, so your recommendation of 47.5 under a 168 isn't out of line not knowing your COAL. But what I find odd is your thinking that a load of 1.5grn higher for a bullet weighing 13grn less is a high starting point? I shoot 168's (mainly Hornady match but also Amax, MK, and Noslers) with 46.0grs of 4064/prepped HXP, WLR @ 3.285"oal in my 03a3 and m1. Shoots x's and 10's with both rifles. At Butner last week in (Springfield re-entry) slow prone I shot a 99-3x. In rapid prone, I shot a 99-6x with my 03a3. Offhand was a train wreck. My favorite general purpose .243 load uses a Hornady 87 grain BTHP bullet in front of a maximum load of 37.1 grains of IMR 4064 powder for a MV of 3100 fps. Hornady technicians developed this load in Hornady cases using Federal 210 primers. It provides very good accuracy in my Browning 1885 Low Wall rifle.
